Use "implicitly taking" activity for putting/inserting

The "can't put/insert what's not held" rules perform a silent implicit take, but it's not in the context of the "implicitly taking" activity (which is only used for a carrying requirement in grammar). This distinction is invisible to most authors, and I don't see any reason why the activity shouldn't be checked.

        (The more general suggestion "Remove "carried" and revise handling of implicit actions" would obviate this problem.)
